Interesting stat, since 1998 (inclusive) there have been 15 penalty shoot-outs in the World Cup. Of the winners, only 2 have progressed in the following stage, with 12 being knocked out. The extra 1 is a shoot-out in the 2006 final.
The 2 that progressed were France in 1998 and Brazil in 2014.

The extra 1 is a shoot-out in the 2006 final. The 2 that progressed were France in 1998 and Brazil in 2014. Sounds a bit like the stat for walk off touchdown wins in the NFL play offs. The last 6 or 7 have all lost the week after, and it’s by an average of like 30 points or something ridiculous. Conventional wisdom seems to suggest after a high like that it should spur you on, but it actually seems to be more of a ‘well now what?’ situation. Though I think if you broke the data down, you’d probably see that it’s a lot of games in the World Cup semi finals, and it’s not so much a come down as just playing against a really good team, and teams that need penalties to progress generally aren’t as good. Then you factor in England playing Sweden which is sort of an anomaly at this stage of a World Cup, and I tend to think we’ll be alright. At least I hope.

If you go back to 1982 (when the first penalty shootout happened in a World Cup), the record is 26 shootouts, 2 in finals, 6 progressed in the next round, 18 knocked out in next round.

When I put stage I meant to put quarter/semi finals, didn’t mean to be that specific to the semi finals. But aye seems to be more a reflection on a step up in quality than anything else. Though it’s also important to spend as little time on the pitch as possible I guess.
