Id take something from Rugby League. Only the team captains are allowed to confront the referee unless the referee specifically calls out that player. Draw a line somewhere, any player crosses that line, yellow card. John Terry / all of chelsea would get at least a booking per game.
1 match suspension for any person that suggests a person "isn't that type of player" after clearly going in with the intent to hurt. (ie, Nolan).
As previously suggested about not beating the first man. Not beating the first man should like running on the pitch, a criminal offence. Prison time. If i can beat the first man regularly, why can't professionals?
Oh and the fair play handshake can fuck right off. The teams should come out of the tunnel and run onto the pitch.
When a clear foul throw is seen by the whole stadium but not the officials, a trained sniper should be allowed three bullets. Therefore not only does it become a case of punishment for the referees, but allows for the extra excitement of a russian roulette type of entertainment.

Both feet flat on the floor when taking throw ins should be scrapped tbf. Would just means players can launch the ball further from a throw in and it'd end up with shit loads of stoke esque throwing the ball in the box. Not pretty.

Refs to be held accountable for poor performances and to be reviewed every so often to ensure they referring appropriately. Time-wasting to be dealt with more harshly. I see goalkeepers get yellows for timewasting and they carry on but never get another. 1 challenge a game from each manager Use the spray can thing for free-kick walls. Anyone not 10 yards back gets a yellow.
